திரிபுராவில் வெற்றி பெற்ற 48 மணி நேரத்துக்குள் பெலோனியா என்ற நகரில் நிறுவப்பட்டிருந்த லெனின் சிலையை புல்டோசர் வைத்து இடித்துத் தள்ளி, “பாரத்மாதா கி ஜெய்” என்று முழக்கமிட்டு கூத்தாடியிருக்கின்றனர் சங்க பரிவாரக் காலிகள். வீழ்த்தப்பட்ட சிலையின் தலையை மட்டும் தனியே துண்டித்து கால்பந்து விளையாடினர் என்றும் கூறுகிறது இந்தியன் எக்ஸ்பிரஸ் நாளேட்டின் செய்தி. “இன்று திரிபுராவில் லெனின் சிலை நாளை தமிழகத்தில் சாதிவெறியர் ஈவெராவின் சிலை” – இது முகநூலில் எச். ராசாவின் பதிவு.

இருப்பினும், பாஜக வின் ஆட்சியை “பாசிசம்” என்றே கூறவியலாது என்பது மார்க்சிஸ்டு கட்சியில் பிரகாஷ் காரத்தின் நிலை. மோடி ஆட்சியின் மீது மக்கள் கொண்டுள்ள அதிருப்தியின் காரணமாக, பஞ்சாபில் காங்கிரசு வென்றதைப் போல மற்ற மாநிலங்களில் ஒருவேளை எதிர்க்கட்சிகள் வென்றாலும், இந்துத்துவ பாசிச அபாயத்திலிருந்து தப்பிவிட முடியாது என்று எச்சரிக்கிறார் பிரபாத் பட்நாயக். அது மட்டுமல்ல, தனது ஆட்சியின் தோல்விகளுக்கு இடையிலும் தேர்தல் வெற்றியை ஈட்டுவது எப்படி என்பது மோடிக்கும் சங்க பரிவாரத்துக்கும் தெரியும் என்றும், மாநில அரசு அதிகாரத்தை வைத்துக் கொண்டு சங்க பரிவாரத்தை எதிர்கொள்ள முடியாதென்றும், எச்சரிக்கிறார் பட்நாயக்.
பட்நாயக்கின் எச்சரிக்கையை இங்கே நாம் குறிப்பிடுவதற்கு காரணம், அவர் தேர்தல் அரசியலில் நம்பிக்கை கொண்டவர், மார்க்சிஸ்டு கட்சியின் ஆதரவாளர் என்பதுதான்.

உருண்டிருப்பது உயிரற்ற சிலையின் தலைதான். லெனினின் “தலை” கோடிக்கணக்கான உழைக்கும் மக்களின் தலைக்குள் இருப்பதால் லெனின் மீண்டும் மீண்டும் உயிர் பெறுவார்.

2.அதன் பின்னர் பாஜக ஆட்சிக்கு வந்தது. தற்போது 4 ஆண்டுகள் ஆகியும், சிறப்பு அந்தஸ்தோ, அல்லது சிறப்பு நிதியோ ஒதுக்கப்பட வில்லை. தேசிய உடைமையாக்கப்பட உள்ள போலாவரம் அணைக்கட்டு கட்டி முடிக்க ரூ.58 ஆயிரம் கோடி தேவை. இன்னமும் இதற்கு மத்திய அரசு ரூ.42 ஆயிரம் கோடி வழங்க வேண்டி உள்ளது. விசாகப்பட்டினத்தில் ரயில்வே தனி மண்டலம் அமைக்க வேண்டும். ஒரு தலைநகரை உருவாக்க குறைந்த பட்சம் ரூ. 42 ஆயிரம் கோடி செலவாகும். ஆனால் வெறும் ரூ.1,500 கோடி வழங்கி விட்டு, செலவு விவரங்கள் சரியில்லை என இப்போது கூறுவது வேடிக்கையாக உள்ளது.
3.மத்திய அரசுக்கு சொந்தமான கட்டிடங்கள், கல்வி நிறுவனங்கள் கட்டவே ரூ. 11,300 கோடி தேவை. ஆனால், வெறும் ரூ.421 கோடி மட்டுமே வழங்கப்பட்டுள்ளது. திருப்பதி ஐஐடிக்கு ரூ. 3,300 கோடி தேவை. ஆனால் மத்திய அரசு வெறும் ரூ.100 கோடி மட்டுமே நிதி ஒதுக்கியது.
இப்ப விசயத்துக்கு வரேன்… தன் கூடாளிக்கே அதன் அரசுக்கே ச்ந்திரப்பாபுவின் ஆந்திரா அரசுக்கே உரிய நிதியை கொடுக்காத மதிய அரசு பிஜேபி எப்படிங்க திரிபுரா கம்யுனிஸ்டு அரசுக்கு நிதி உதவிகளை அளித்து இருக்கும்? மாநில அரசுகளுக்கு சேரவேண்டிய உரிய நிதியை வழங்க மாட்டிங்க ஆனால் வளர்சி வேணும் என்று ஒப்பாரி வைப்பீர்கள்… எப்படிங்க இப்படி உங்களால் மட்டும் பேச முடியுது.?
“இந்தியா இளைஞர்களை பொறுத்தவரையில் வசதியான வாழ்க்கை அதற்கு அரசு உதவ வேண்டும், இந்த சித்தாந்தம் புடலங்கா எல்லாம் எங்களுக்கு வேண்டாம்.”- என்கிறார் மணிகண்டன். நல்லது.இந்திய இளைஞர்களை இப்படிச் சிந்திக்க வைக்க வேண்டும் என்பதும் ஒரு சித்தாந்தம்
காட்டுகின்ற வழிகாட்டல்தான். அதைத்தான் நீங்கள் ஏற்றுக்கொண்டிருக்கிறீர்கள்.
சந்திரபாபு நாய்டுவின் தவறுகளுக்கு மத்திய அரசு பொறுப்பு ஏற்க முடியாது, நாயுடு தனது அரசியல் லாபத்திற்காக விவசாய கடனை ரத்து செய்து அதற்கான இழப்பை மத்திய அரசு ஈடு செய்ய வேண்டும் என்று சொல்வது நியாயம் இல்லை.
மேலும் மாநிலங்களுக்கு நிதி ஒதுக்குவது Finance commission முடிவு செய்வது, மத்திய அரசு நினைத்தது போல் பணத்தை தூக்கி கொடுத்து விட முடியாது, இது நாய்டுவிற்கும் தெரியும் ஆனால் தேர்தலை சந்திக்க, மத்திய பணம் கொடுக்கவில்லை அதனால் கொடுத்த வாக்குறுதிகளை நிறைவேற்ற முடியவில்லை என்று சொல்வதற்கு இந்த மலிவான அரசியலை செய்கிறார்.
மணிகண்டன்,பிஜேபி மதிய அரசு கூறி செய்கின்றேன் என்று ஏற்றுக்கொண்ட வாக்குரிதிகளை கூட அவர்கள் நிறைவேற்றவில்லை எனில் புதியதாக உருவான மாநில அரசு எப்படிங்க கட்டுமானங்களை அமைக்க முடியும்? என்னுடைய பின்னுட்டத்தில் தெளிவாக தானே சொல்லியிருக்கேன்..
மாநிலத்தை பிரிக்கும்போது, எதிர்க்கட்சியில் இருந்த மத்திய அமைச்சர் அருண் ஜேட்லி, தற்போதைய குடியரசு துணைத் தலைவர் வெங்கய்ய நாயுடு போன்றோர், மாநில பிரிவினையால் ஆந்திராவுக்கு பெரும் நஷ்டம் ஏற்படும். ஆதலால், 10 ஆண்டு வரை அந்த மாநிலத்திற்கு சிறப்பு அந்தஸ்து வழங்க வேண்டுமென பேசினர். அதனை தானே நிறைவேற்ற கோருகின்றார் ஆந்திர முதல்வர் சந்திரபாபு! தேசிய உடைமையாக்கப்பட உள்ள போலாவரம் அணைக்கட்டு கட்டி முடிக்க ரூ.58 ஆயிரம் கோடி தேவை. இன்னமும் இதற்கு மத்திய அரசு ரூ.42 ஆயிரம் கோடி வழங்க வேண்டி உள்ளது. விசாகப்பட்டினத்தில் ரயில்வே தனி மண்டலம் அமைக்க வேண்டும். ஒரு தலைநகரை உருவாக்க குறைந்த பட்சம் ரூ. 42 ஆயிரம் கோடி செலவாகும். ஆனால் வெறும் ரூ.1,500 கோடி வழங்கி விட்டு, செலவு விவரங்கள் சரியில்லை என இப்போது கூறுவது வேடிக்கையாக உள்ளது.மத்திய அரசுக்கு சொந்தமான கட்டிடங்கள், கல்வி நிறுவனங்கள் கட்டவே ரூ. 11,300 கோடி தேவை. ஆனால், வெறும் ரூ.421 கோடி மட்டுமே வழங்கப்பட்டுள்ளது. திருப்பதி ஐஐடிக்கு ரூ. 3,300 கோடி தேவை. ஆனால் மத்திய அரசு வெறும் ரூ.100 கோடி மட்டுமே நிதி ஒதுக்கியது.
இப்படி எல்லாம் ஏமாற்றுவது கயமைத்தனம் அல்லவா மணி? அப்புறம் எப்படி மாநிலங்கள் முன்னேறும்?
When Modi was the CM of Gujarat,he used to blame the UPA govt of adopting step-motherly treatment in the matter of financial allocation.In the process,he used to get more Central allocation than his demand from the then Planning Commission Dy-Chairman.But,he never spent the allocation for social sector fully.That is why the HDI index in that State was always poor.
In the Tripura case,out of the State govt’s demand for Rs64215 crores under 14th Finance Commission,only Rs31309 crores were allotted according to former Finance Minister of Tripura, MrBhanulal Saha.He has stated that there was certainly a design and a tendency on the part of the NDA govt to lead Tripura to a “revenue deficit”trap and the NDA regime was in the process hampering many welfare schemes and developmental projects in the State.On the pretext of recommendations of the 14th Finance Commission,the Centre and Niti Aayog discontinued the “Special Category State”status to all north eastern states.The impact was felt the worst in Tripura.The Central govt assured that 90;10 funding pattern would be restored,but nothing happened,added Saha.

BJP leadership approach.They tightened fund allocations on one side and on the other side,the BJP President visited Tripura in the first week of May,2017 and made utter false allegations that our govt was not making use of the central allocations”-Saha.

Manikantan,Why we should throw HDI index into the dust bin?Tripura is the only State where free education up to college education was made available for the past 20 years by the then CM Manick Sarkar.Tripura (94.65%)exceeded Kerala (93.91) in literacy.This feat was achieved through a focus on the state’s tribal population-so much so that SC &ST in Tripura actually have a higher average literacy rate than the general population.Alongside,the State raised a police force composed mainly of young tribals to deal with the conflict.The Communist regime wanted Centre’s help to turn Tripura into a Centre of Education for the region.And they wanted an International Airport in the State capital Agartala.They wanted the fruits of economic development through the exploration of Tripura’s abundant natural gas resources.They also wanted to link Tripura’s Ashuganj river port with the Chittagong port in Bangladesh.And that was why Manick Sarkar requested the PM on his first visit to Tripura in Dec,2014 to address his cabinet colleagues.
Due to consistent efforts taken by Sarkar,the Airport Authority of India have started the work for the upgradation of the Agartala airport.Tripura govt has provided 72 acres of land for the purpose.The upgradation work is expected to be completed before 2019.
Tripura’s GDP is better than the BJP ruled Arunachala Pradesh and Manipur.
Manick Sarkar won the Quaide Millath Award for integrity in Politics and Public life last year.
Manikantan says that BJP made him to have the capacity to own BMW car and I-phone.But throughout the country,millions of youth are unemployed.Especially in TN,about 89 lakhs people registered their names in employment exchanges and waiting to get employed.Out of those 89 lakh people,thousands are aged more than 57 years and many thousands are engineering graduates.They are dreaming to get decent jobs and not dreaming to own BMW cars as the “lucky” Manikantan.
The poverty rate in Tripura was reduced from 40% to 17.4% between 2004 to 2010 according to the erstwhile Planning Commission.(Since poverty reduction is not the aim of the present regime,the Planning Commission itself was abolished and the so called “think tank”Niti Aayog was brought into existence.This think tank wanted level playing field for private sector in all fields.Soon,it may recommend abolition of all passenger trains saying that those trains are un-economical)By making full use of the Tripura Land Reforms and Rehabilitation Act,1960 and Forests Rights Act,2006,7147 acres were restored to the tribal people.Similarly,the princely lands and surplus lands under land ceiling act to the total extent of 35000 acres were distributed to 37000 landless poor.Tripura is one of the states where public distribution system is working successfully.(In Gujarat and Maharashtra,ration shops are run by private individuals and not by the Civil Supplies Department of the state govt.Hence ration shops would be kept open only at the whims and fancies of these individuals).If only the lies of BJP that the past Tripura govt has not abolished poverty, have any iota of truth,how Tripura people voted Marxists to power for 25 years?

In Assam,the BJP supported the local people and assured that illegal Muslim migrants would be driven away.In Tripura,the BJP took a different stand.It assured that citizenship rights would be given to Hindu migrants from Bangladesh.It has entered into pre=poll alliance with a tribal party which is struggling to get a separate State.BJP never talked about Hindutva or ban on beef in these States particularly in Meghalaya and Nagaland where christian population is 83% and 88% respectively.

You have to read again to get context. It answers that USSR people dint know the difficulties of people in other countries. You see USSR has tried to show how others suffer but sometimes truth wins.
