புதிய கல்விக் கொள்கை : வேகமாக இறுகும் மறுகாலனியாக்கம்

டிசம்பர் 2015-ல் கட்டவிழ்த்து விடப்படவிருக்கும் புதிய கல்விக் கொள்கை 2015 (NEP)-ன் வரைவு மீது கருத்து கூறுமாறு இந்திய அரசு அழைப்பு விடுத்திருக்கிறது. 1986-ம் ஆண்டு உருவாக்கப்பட்ட தேசிய கல்விக் கொள்கை, 1992-ல் புதிய தாராளவாத கொள்கைகளை அமல்படுத்துவதற்கு முன்னோட்டமாக திருத்தியமைக்கப்பட்டது. அது போல, டிசம்பர் 2015-ல் நடைபெறவுள்ள WTO அமைச்சர்கள் கூட்டத்திற்கு முன்னதாக உலக வர்த்தகக் கழகத்தின் – சேவை வர்த்தக பொது ஒப்பந்தத்தை (WTO-GATS) அமல்படுத்துவதற்கான தயாரிப்பே புதிய கல்விக் கொள்கை 2015.

WTO-GATS-ன் உத்தரவுகளுக்கு அடிபணிந்து நாட்டை மறுகாலனியாக்கும் அதே நேரம், இந்துத்துவ சக்திகள் அந்தக் குடையின் கீழ் சாதிய கட்டமைப்பையும், பார்ப்பனீய ஆதிக்கத்தையும் மறுஉருவாக்கம் செய்யவும் திட்டமிட்டுள்ளன. புதிய கல்விக் கொள்கையின் வரைவுக் குழுவின் 4 உறுப்பினர்களில் கல்வித்துறையைச் சேர்ந்த ஒரே உறுப்பினர் ஆர்.எஸ்.எஸ் மற்றும் இந்துத்துவா கோட்பாட்டுவாதியான தீனாநாத் பத்ரா! இதுவே இந்த அரசின் நோக்கம் என்ன என்பதைத் தெளிவுபடுத்துகிறது.

கடந்த 25 ஆண்டுகளாக அமல்படுத்தப்பட்டு வரும் தனியார் மய, தாராள மய, உலகமயம் கொள்கைகளின் விளைவாக விவசாயம் பெருமளவு அழிக்கப்பட்டது; லட்சக்கணக்கான விவசாயிகள் தற்கொலை செய்து கொண்டனர். கோடிக்கணக்கான தொழிலாளர்கள், அரசு ஊழியர்கள், ஐ.டி ஊழியர்களின் வேலை பறிக்கப்படுகிறது. சிறு மற்றும் நடுத்தர தொழில்கள் கிட்டத்தட்ட இல்லாமல் அழித்தொழிக்கப்படுகின்றன. இயற்கை வளங்கள் கொள்ளையடிக்கப்படுகின்றன. உற்பத்தித் துறைகளான விவசாயம், தொழில் இரண்டையும் சீர்குலைத்த பிறகு, ஏகாதிபத்தியங்களின் கொடும் பார்வை சேவைத் துறையை நோக்கி திரும்பியிருக்கிறது. மனித வாழ்க்கைக்கு இன்றியமையாத உணவு, தண்ணீர், நிலம், கல்வி, மருத்துவம், சுகாதாரம், போக்குவரத்து மற்றும் சுற்றுச் சூழல் ஆகியவை தேசங்கடந்த தொழிற் கழகங்களின் கட்டற்ற கொள்ளைக்கு வழிவகுக்கும் வகையில் விற்பனை சரக்குகளாக மாற்றப்பட்டுள்ளன.

இந்திய அரசு WTO-GATS-ல் கையெழுத்திட்ட பிறகு, கொள்கைகள், சட்டங்கள், நீதித்துறை நடவடிக்கைகள் மூலம் கல்வித்துறை நிறுவனங்கள் அந்த ஒப்பந்தத்துக்கு உகந்த வகையில் மாற்றியமைக்கப்படும். இந்தத் திட்டத்தின் ஒரு பகுதியே புதிய கல்விக் கொள்கை 2015. தனியார் மய, தாராளமய, உலகமய பொருளாதாரக் கொள்கைகள் 1990-களில் ஆட்சியில் இருந்த காங்கிரசால் அறிமுகப்படுத்தப்பட்டு அமல்படுத்தப்பட்டன. இப்போதைய மோடி அரசு அதை மேலும் தீவிரமாக அமல்படுத்தி இந்தியாவை மறுகாலனியாக்கும் நடவடிக்கையை வேகமாக செய்து முடிக்க உறுதியாக உள்ளது. “குறைந்தபட்ச அரசாங்கம், அதிகபட்ச அரசாட்சி” என்ற மோடியின் முழக்கம், WTO-GATS-ன் நோக்கத்தை எதிரொலிக்கிறது.

‘தற்போதைய கல்விக் கட்டமைப்பு, முதலாளித்துவ உழைப்புச் சந்தைக்கு தேவையான திறன் கொண்ட மனித வளத்தை தயாரித்து வழங்க திறனற்று, தோல்வியடைந்து விட்டது’ என்றும் ‘கட்டமைப்புரீதியான சிந்தனை குறைபாடுகள் இருப்பதாகவும்’ புதிய கல்விக் கொள்கை குறிப்பிடுகிறது. நாட்டின் கல்வித் துறை நிறுவனங்களை படிப்படியாக அழிப்பதற்கான முயற்சியின் அடுத்த கட்ட நடவடிக்கையே புதிய கல்விக் கொள்கை. பயிற்றுவித்தல், பாடத் திட்டம் ஆகியவற்றை மையப்படுத்தி ஒருபடித்தாக்குவதன் மூலம் கல்வித்துறை தொடர்பாக சட்டமியற்றி நிர்வாகம் செய்யும் மாநிலங்களின் அதிகாரத்தை கைப்பற்றுவது; பல்கலைக் கழக சிண்டிகேட்டுகள், செனட்டுகளின் அதிகாரத்தை ரத்து செய்வது; கல்லூரிகளை பல்கலைக்கழகங்களிலிருந்து பிரித்து அவற்றை திறன் சார் சமூகக் கல்லூரிகளாக மாற்றுவது; நிதி ஒதுக்கீட்டை ரத்து செய்து பல்கலைக் கழக மானியக் குழுவை (U.G.C) கலைப்பது; திறமையானவர்கள் எனப்படும் 1 சதவீதத்தினருக்கும், தேவைப்படுபவர்கள் எனப்படும் 1 சதவீதத்தினருக்கும் மட்டுமே கட்டணமற்ற கல்வி; வெளிநாட்டு கல்வி நிறுவனங்களுக்கான விதிமுறைகள் தாராளமயமாக்கப்படுதல், கட்டுப்பாடுகள் நீக்கப்பட்டு இந்தியாவில் பட்டங்கள் வழங்க அவற்றுக்கு அனுமதி; தொழில்துறை மற்றும் வெளிநாட்டு கல்வித்துறை நிபுணர்களை GIAN அல்லது “இந்தியாவில் கற்பித்தல்” மூலம் இறக்குமதி செய்தல்; இணைய சேமிப்பு கிடங்குகளான MOOC [பிரம்மாண்டமான திறந்த இணையவழி பாடங்கள்] போன்றவை மூலம் பாடங்களை உருவாக்குதல்; நம் நாட்டு ஆசிரியர்களின் வேலை உரிமையை பறித்து அவர்களை “அருகிப் போன இனங்களாக” வெளியில் தள்ளுதல்; கல்வியை கணினிமயமாக்கி ‘Digital India” மூலம் கல்வி நிறுவனங்களை இணைத்தல்; இவற்றின் மூலம் மாணவர்கள் கல்வித் துறையின் பயனாளிகளாக இருப்பது மாற்றப்பட்டு வெளிநாட்டு பல்கலைக் கழகங்கள், பன்னாட்டு நிறுவனங்கள், கார்ப்பரேட்டுகள், மற்றும் தனியார் நிறுவனங்கள் பயனாளிகளாக மாற்றப்படுவது ஆகியவை இந்த நடவடிக்கைகளில் அடங்கும்.

‘கட்டுப்பாடில்லாமல் கிடைப்பது’, ‘பொதுவில் கிடைப்பது’, ‘யார் வேண்டுமானாலும் எப்போது வேண்டுமானாலும், எங்கிருந்து வேண்டுமானாலும், விரும்பும் போதெல்லாம் அறிவை பெற்றுக் கொள்ளலாம்’ என்ற புரிதலின் அடிப்படையில் மாணவர்கள் MOOC-ஐ நோக்கி ஈர்க்கப்படுகின்றனர். ஆனால், அடுத்த 10 ஆண்டுகளில் ஒட்டுமொத்த கல்வித்துறை கட்டமைப்பும் ஒழித்துக் கட்டப்பட்டு Coursera போன்ற கார்ப்பரேட்டு MOOC-கள் கொள்ளை அடிப்பதற்கான “சீர்குலைக்கும் கண்டுபிடிப்பே” MOOC. புதிய கல்விக் கொள்கையில் பள்ளிக் கல்வியை 8-ம் வகுப்பிலிருந்தே திறன் சார்ந்ததாக மாற்றி பெரும்பான்மை உழைக்கும் வர்க்கக் குழந்தைகளை முறைசாரா தொழிலாளிகளாக மாற்றுவதும் அடங்கும். “மேக் இன் இந்தியா” திட்டம் இத்தகைய முறைசாரா தொழிலாளர்கள் சுரண்டப்படுவதன் மீதுதான் கட்டப்படுமா என்று கேள்வி எழுப்ப வேண்டும்.

இறுதியாக, கல்வியை சர்வதேச வர்த்தக விதிகளுக்கு உட்படுத்துவது, நம் நாட்டு தேவைகளுக்கும் முன்னுரிமைகளுக்கும் ஏற்ப கல்வியை முறைப்படுத்துவதற்கான அதிகாரத்தை மத்திய மாநில அரசுகள் இழப்பதற்கு இட்டுச் செல்லும்.

புதிய கல்விக் கொள்கை GATS-க்கு சேவை செய்வதோடு, மாநிலங்களின் அதிகாரத்தை கைப்பற்றுவதற்கான முயற்சியாகவும் உள்ளது. இட ஒதுக்கீட்டை ரத்து செய்வது அல்லது நீர்த்துப் போகச் செய்வதோடு, இளம் குழந்தை பருவத்திலிருந்தே கல்வியை பணி சார்ந்ததாக மாற்றுவதன் மூலம் பாரம்பரிய சாதி அடிப்படையிலான வேலை என்ற முறை கூட கொண்டு வரப்படலாம். மாணவிகளின் பாதுகாப்புக்காக CCTV கண்காணிப்பை பரிந்துரைப்பது, டி.டி.எச் மூலம் வீட்டிலேயே கல்வி அளிப்பது இவற்றின் மூலம் பெண்களை மறுபடியும் ஆணாதிக்க சமூக ஆதிக்கத்தில் தள்ளுவது; இந்தியவியல் (இண்டாலஜி) ஆய்வுகள், கலாச்சார சகிப்புத்தன்மை என்ற பெயரில் செத்துப் போன மொழிகளுக்கான துறைகளை உருவாக்குவதன் மூலம் பார்ப்பனிய கலாச்சாரத்தை வளர்ப்பது, இந்தியா முழுவதும் சமஸ்கிருதத்தை திணிப்பது போன்றவையும் புதிய கல்விக் கொள்கையின் மூலம் அமல்படுத்தப்படவுள்ளன.

GATS நாடாளுமன்றத்தின் சட்டமியற்றும் அதிகாரத்தை பறிப்பதோடு மட்டுமின்றி நீதித்துறை அதிகாரத்தை கார்ப்பரேட்டுகள் மட்டுமே வழக்குத் தொடரக் கூடிய வர்த்தக டிரிப்யூன்களிடம் மாற்றுகிறது. இந்த டிரிப்யூன்களில் தொழிலாளர்கள், மாணவர்கள், சுற்றுச் சூழல் குழுக்கள் மற்றும் தொழிற்சங்கங்கள் வழக்கு தொடர்வது சாத்தியமில்லை. கார்ப்பரேட்டுகளின் உரிமைகள் புனிதமாக்கப்படுகின்றன; குடிமக்களின் உரிமைகள் பறிக்கப்படுகின்றன. அடிமைமுறை மீண்டும் கட்டமைக்கப்படுகிறது. இந்த வகையில், புதிய கல்விக் கொள்கை நமது நாட்டின் மீது வேயப்படும் சிலந்தி வலை.

அது GATS-ன் மொழியில் மனிதர்களை “மனித மூலதனம்” என்றும், அறிவை “அறிவு பொருளாதாரம்” என்றும் குறிப்பிடுகிறது. தேசங்கடந்த மூலதனத்தாலும், அமெரிக்க ஏகாதிபத்தியத்தாலும் கட்டுப்படுத்தப்பட்டு வழிநடத்தப்படும் உலக வர்த்தகக் கழகம், சர்வதேச சமூக-பொருளாதார-அரசியல் மற்றும் கலாச்சார கட்டமைப்புக்கான உலக அளவிலான காவலர், புரவலர் மற்றும் விதிவகுக்கும் அமைப்பாக சட்டப்படியே செயல்படும். நம் நாட்டில் ஏற்கனவே ஆட்சி புரியும் பார்ப்பனிய ஆதிக்கம் அதன் அமலாக்கத்தை மேற்பார்வை இடும்.

இது நமது நாட்டின் இறையாண்மைக்கு அடிக்கப்படும் சாவுமணி. விவசாயத்தையும், தொழில்துறையையும் நிர்மூலமாக்கி விட்டு, இப்போது கல்வி, மருத்துவம் போன்ற சேவைத் துறைகளை WTO-GATS-க்கிணங்க மாற்றியமைப்பது மூலம் இந்திய அரசு ஒற்றைத் துருவ வல்லரசான அமெரிக்காவுக்கு சேவை செய்து இந்தியாவின் மறுகாலனியாக்கம் வேகமாக இறுகுவதை உறுதி செய்கிறது.

NET­-அல்லாத உதவித் தொகை ரத்து, நடத்தை விதிகள் தொடர்பான லிங்டோ கமிட்டி பரிந்துரைகளை அமல்படுத்துதல், வளாகத்தில் குறிப்பாக மாணவிகளின் பாதுகாப்பு தொடர்பாக பல்கலைக் கழக மானியக் குழுவின் சுற்றறிக்கை, ஐ.ஐ.டி, என்.ஐ.டி கட்டண அதிகரிப்பு, ஆசிரியர் பதவிகளை UGC-FRP, DST-INSPIRE மூலம் மத்தியத்துவப்படுத்துவது, சி.எஸ்.ஐ.ஆர் ஆய்வுக் கழகங்களையும், ஐ.ஐ.டிகளையும் சுயநிதி அமைப்புகளாக மாற்றுவது, ஆராய்ச்சிக்கு நிதி வெட்டு, FTII, ICHR, NCERT போன்றவற்றுக்கு ஆர்.எஸ்.எஸ் கையாட்களை நியமிப்பது போன்றவை பனிப்பாறையின் விளிம்பு மட்டுமே ஆகும்.

கட்டமைப்பு நெருக்கடி ஏற்பட்டுள்ள இன்றைய சூழலில், ஏகாதிபத்தியங்களுக்கும், இந்துத்துவவாதிகளுக்கும் சேவை செய்யும் புதிய கல்விக் கொள்கையை எதிர்த்து அதை ரத்து செய்ய நாம் உறுதி கொள்வோம். மக்களுக்கான, நம் நாட்டுக்கு ஏற்ற, தேச பக்த கல்விக் கொள்கையை கட்டமைக்க போராடுவோம்.

New Education Policy 2015 (NEP), which will be unleashed in Dec. 2015, is being drafted by the Government of India (GoI) on which opinions have been sought. In 1986, National Policy on Education was framed and amended in the wake of implementing neo–liberal policies in 1992. Now, NEP 2015 is a move of GoI towards the implementation of WTO-GATS [World Trade Organisation – General Agreement on Trade in Services] dictates before its ministerial meeting in Dec 2015.. While recolonializing our nation by implementing the WTO-GATS dictate, under that umbrella, Hindutva forces are planning to reestablish caste system and revive the brahminic hegemony. The composition of the 4 member NEP drafting committee itself is revealing in terms of what the government’s agenda: three members are bureaucrats and only one is an academician – who is none other than RSS and hindutva ideologue Dinanath Batra!

The implementation of LPG [Liberalization, Privatization, Globalization] policy and GATT [General Agreement on Tariffs and Trade], for the last twenty five years, has had grave consequences of massive destruction of agriculture, lakhs of farmer suicides, firing of millions of workers, government employees and IT employees, almost elimination of small and medium scale industries, plundering and destruction of natural resources. After destroying productive sectors like agriculture and industry, now the imperialists’ evil eye has turned to the service sector. Essentials of human existence like food, water, land, education, health, sanitation, transportation and climate are now turned into fully tradable commodities under WTO-GATS for the unrestricted loot by MNCs and TNCs. By signing on WTO-GATS, it will be mandatory for GoI to restructure the system through legislative and judiciary measures by drafting policies and passing Bills and Acts accordingly. The New Education Policy 2015 is one measure in this game. Though, the LPG is introduced by the Congress around 90s, and had strived for it’s implementation, the Modi Govt is willing to complete the recolonization phase of INDIA as fast as possible. To the core, Modi’s “Minimum government Maximum governance” imitate the interest of WTO-GATS!

NEP themes mention that the existing educational establishment is incapable of and has failed in supplying skilled human capital to the labour market and complain about its inadequacy in systematic thinking. NEP is a move towards demolishing the academic establishment of the nation phase by phase. Phases will start with grabbing the power of the states to legislate and administer education through the unification and centralization of pedagogy and curriculum; dissolving the power of syndicates/senates and disaffiliating colleges from Universities, turning them into skill instruction based community colleges; stopping fund allocation and dissolving the UGC; free education only for 1 % for the so called meritorious and 1 % needy; liberalization and deregulation of foreign educational institutions, allowing them to grant degrees in India; importing subject experts from the industry and foreign academia through GIAN or ‘Teach in India’ for content generation for online repositories like MOOCs [Massive Open Online Courses] and trashing the job security of local teachers and gradually pushing them out as ‘an endangered species’; digitization of education and networking of institutes through ‘Digital India’, where students are no longer stake holders in education, but foreign universities, multi-national companies, corporates and private industries are (Though, students rush to MOOCs with an idea that it is ‘open’ and a public property which anyone can access ‘at anytime’, ‘from anywhere’, and ‘acquire knowledge as if they wish’ – similar to ‘water’, a decade later, the whole education establishment will be scrapped down, as MOOCs is a ‘disruptive innovation’ for the corporate like Coursera to loot); vocationalisation of school education from 8^th std in the name of skill development, pushing majority of the children of toiling masses into informal labour. We need to ask the question whether ‘Make in India’ will ride on the back of exploitation of such unorganized informal labour. Finally it must be said that subjecting education to international trade rules would lead to the loss of authority of the national and the state governments to regulate education according to the nation’s needs and priorities.

Along with serving GATS, the NEP also seems to be a move towards grabbing state governments’ power; abolition or dilution of reservation; and perhaps even a reintroduction of traditional caste based occupation through vocationalisation of education from early childhood; suggesting to institutions to ensure safety of girl students through CCTV surveillance or to provide education through DTH at home, thus throwing girls back to the dark rooms of patriarchy; establishing Indology studies and departments for dead languages to promote brahmanical culture in the name of ‘cultural tolerance’ and imposing Sanskrit throughout India.

GATS removes the legislative authority of parliament and means a surrender of judicial power to trade tribunals, in which only corporations are permitted to sue. Workers, students, environmental and advocacy groups and labour unions are blocked from seeking redress in the proposed tribunals. The rights of corporations become sacrosanct. The rights of citizens are abolished. Re-establishing ‘slavery’ all over again. In this context, the New Education Policy is nothing but the spider’s web knitted over our nation as it terms human beings as ‘human capital’ and knowledge as ‘knowledge economy’ as mentioned in GATS. Perhaps WTO, controlled and directed by the trans-national capital and the Super Power – US, can legitimately be the policeman, guardian and rule maker of the international socio-economic-political and cultural system, which is locally supervised by existing brahminic hegemony.

It is the death knell for the sovereignty of our country. By demolishing agriculture, labour and services like education, health and restructuring it in accordance with WTO-GATS, does the government of India want to serve the lone super power, the US, and aid in a more rapid closing of the recolonisation circle in India? Scrapping of non-NET fellowship, implementation Lyngdoh committee recommendations and code of conduct, UGC’s circular on safety and security in campus and especially girl students, increase of fee in IITs and NITs, contractualization of teaching positions through UGC-FRP and DST-INSPIRE, self-financing of CSIR Labs and IITs, fund cut for R&D, appointment of RSS lackeys in FTII, ICHR, NCERT etc. are tip of the iceberg.

In the condition of systemic crisis, our resolve must be to trash the NEP which serves the interests of imperialists and Hindutva forces and let us strive to construct a new policy on education which is people oriented, indigenous and patriotic.

Kick out WTO-GATS! Defeat recolonization!
