Golden Jubilee Year of the
State Organizing Committee (SOC)
which upheld Mass Line
Dear Working People! Democratic Forces!
We announce with great enthusiasm that the “State Organizing Committee” (SOC) is stepping into its Golden Jubilee year today. On this occasion, we extend our revolutionary greetings to the people of the country, revolutionary democratic forces, all democratic forces who have supported and embraced us for so many years, and working people fighting fascism.
Our organization, well known among revolutionary democratic movements as “SOC” (State Organizing Committee), emerged from its first Plenum held on December 31, 1976 and January 1, 1977.
In 1974, with the intent of breaking away from the “Left Deviation” trend prevalent in the Naxalbari movement at the time and to advance the revolution through the “Mass Line”, the Western Regional Committee of the united CPI (ML) initiated struggles by presenting “Draft Report of Regional Committee One”. This “Draft Report” served as the embryo for advancing the revolution through the “Mass Line”, opposing the Left Adventurist trend of advancing revolution solely through armed struggles from the very beginning.
As a result of the confidence created by the political-ideological struggle of the Western Regional Committee among ML revolutionaries, revolutionaries united further and began functioning as Ad-hoc Organizing Committee in 1975.
Following this, in late 1976, the Secretary of the State Committee of the united CPI (ML) and some full-time cadres from the Eastern Regional Committee accepted the political path of the Western Regional Committee and joined the Ad-hoc Organizing Committee. The First Plenum was held on December 31, 1976 – January 1, 1977, and our organization, now well known among the ML movements as the “State Organizing Committee, CPI (ML), Tamilnadu” (SOC, CPI (ML), Tamilnadu), was founded.
The Early Period, establishing Mass Line against Left Adventurism
The Indian Communist Movement, from its very inception, has grown through a rigorous tradition of struggle and the sacrifices of thousands of comrades. However, due to the influence of the revisionist trend that prevailed in the leadership at that time, it got trapped in the parliamentary quagmire and betrayed the revolution.
The Great Naxalbari Peasant Uprising, which erupted in West Bengal in 1967, tore through this revisionist smokescreen that had dominated the Indian Communist movement for over forty years and rose above.
As a follow-up, revolutionaries who left the CPI (M) united to form the All India Coordination Committee of Communist Revolutionaries (AICCCR) in 1968. Following this, on April 22, 1969 — the birth centenary of the proletarian ideologue Comrade Lenin — the Communist Party of India (Marxist-Leninist) – the Naxalbari party, was founded.
From its inception, this Naxalbari party adopted a path of Left Adventurism. Anarchist Left Adventurist trends dominated its politics, organizational methods, and forms of struggle. Consequently, the party was soon isolated from the people; countless comrades became martyrs due to repression of enemies; and the party splintered into many groups. On the other hand, Indira Gandhi’s Emergency rule hunted down revolutionaries.
During the same period, a revolutionary wave was rising globally: the heroic armed struggle in Vietnam against the US occupation, the Cultural Revolution in China led by Comrade Mao, and national liberation struggles led by revolutionary democratic forces in countries like Cambodia, Laos, and Afghanistan.
Exhilarated by this situation and having burst forth by breaking the long-standing dominance of revisionism, the Left Deviation trend dominated the Naxalbari party. In that context, those who spoke against the Left Adventurist path or demanded debate were branded as traitors and expelled from the party. Therefore, fighting against this extreme trend was a very difficult task.
Furthermore, when repression became extreme — with manhunts by the State and the killing of revolutionaries in fake encounters — many groups, claiming to oppose Left Adventurism, fled to the electoral path and degenerated. Some groups oscillated between the two trends. Thus, many groups could not even think about emphasizing a revolutionary stance while opposing the Left Adventurist trend.
When comrades were being killed by police repression before their eyes, it required extraordinary courage to propose to abandon the method of immediate counter-attack and propose the method of mobilizing the masses. Marxism-Leninism-Mao Zedong Thought provided that courage. In its light, the comrades of the Western Regional Committee advanced their struggles.
Because the comrades from the Western Regional Committee proposed the Mass Line, organizations operating as “Kootu kuzhu” (armed squads organising peasants and annihilating landlords) or “Kuzhu” (purely armed-squad–oriented annihilation approach) treated the SOC as an untouchable organization. They slandered us in various ways: “not an armed squad, therefore not in practice,” “study circleists,” “non-practitioners,” and “urban wanderers”.
Disregarding these slanders as trivial, it was determined at the First Plenum of the SOC to begin functioning based on the Draft Report proposed by the Western Regional Committee.
Analysing a country’s objective conditions in the light of Marxist-Leninist philosophy, formulating a party program, and formulating strategy and tactics under its guidance is the only way to achieve revolution. Furthermore, in a context where the ML party in our country is splintered into many groups, building a revolutionary party is a precondition for this. Formulating a general line and a general programme and acting upon them is the fundamental task of establishing the Mass Line.
Although the organization at that time accepted this programmatic new work style in general, the “wandering” work style that had been followed for a long time continued to hold influence.
Two years later, in the SOC’s Second Plenum held on the day of the October Revolution in 1979, the central struggle was to break the influence of this wandering work style and formulate a programme based on a general line and general programme. The fact that this Plenum lasted for 8 days indicates how intense this political-organizational crisis was.
It was determined in this Plenum to identify and defeat the manifestations of Right Opportunism: spontaneous economism, anarchism, and empiricism. This highlights that re-establishing the Mass Line has been a great struggle. It was in this Plenum that the decision was made to analyse India’s concrete conditions and resolve political-theoretical issues.
When work began to formulate political – theories, a trend of abandoning ML positions and fleeing — characterized by treachery and cunningness never seen before in the history of the ML movement — reared its head.
SOC and its Mass Organizations
as unique revolutionary political force in Tamil Nadu
Defeating the trends of fleeing from fundamental ML positions, the Third Plenum held in September 1981 adopted political-theoretical documents capable of guiding the Indian Revolution, ensuring that the SOC advanced along the Mass Line.
Since then, the central campaign activities of our mass organizations, which mobilize people based on strategy and tactics, have made a significant impact on democratic forces.
In the early 1980s, under the guidance of our organization, a cultural wing, a peasants’ wing, a cultural magazine, and a political magazine were started. In the late 1980s, student-youth wing, and subsequently labour wing and human rights wing, were started, and mass struggles were undertaken. It is noteworthy that our political magazine has been the only mass political magazine in the history of the ML movement to be published continuously for over forty years.
In the early 1980s itself, we identified the growth of the Brahminical Hindutva fascist mob and built continuous struggles against it. After 1992, we correctly classified the imperialist global hegemony policy of Privatization-Liberalization-Globalization as “Recolonization”. Furthermore, following the demolition of the Babri Masjid by the RSS – Sangh Parivar mob, we put forward the correct definition by calling for the defeat of Brahminical Hindutva Fascism. In that sense, our organizations have carried out movements against Recolonization and Brahminical Hindu fanaticism for over 25 years.
During that period, Dravidian movements had abandoned anti-Brahminism. Revisionist parties were afraid, saying, “It is wrong to even say Brahminism; it will isolate us from Hindus”. In that situation, with political initiative, it was the mass organizations led by the SOC that correctly identified Brahminical Hindutva fascism, issued a call to the people against it, and led mass struggles.
For over 40 years, by putting forward sharp political slogans and conducting central campaigns, as well as cultural events including alternative music festivals and caste-defying marriages, our mass organizations created a significant impact among political forces and the public. During every central campaign, our mass organizations served as pioneers in working intensely among the people, distributing lakhs of pamphlets, thousands of wall writings and posters, and conducting state-wide propaganda.
The fact that comrades from Dravidian movement themselves acknowledge and speak of our organization as the one upholding the anti-Brahminist legacy, anti-caste, anti-patriarchy, and the legacy of the Tamil people after Periyar, is a tribute to our organization’s political-cultural contribution.
As a result of these continuous struggles, our organization stood as a unique force in the progressive politics of Tamil Nadu. As a result of the growth of our mass organizations, a separate wing for politics was started in 2015. The struggles undertaken, after correcting certain erroneous approaches we had in handling democratic forces until then, drew democratic forces closer to our organization.
Defeating Neo-Liquidationalist and Neo-Anarchist trends and advancing
Despite building struggles with sharp political slogans, a deficiency remained – our organization did not achieve significant progress in organizing and mobilizing the people. This demanded the need to further enrich our path of Mass Line and advance. However, the leadership of our organization at that time did not realize this need.
In this situation, in 2020, a conspiratorial group within the leadership of our organization engaged in disruptive activities. Masking their right opportunism, they promoted personality cults and liquidationalist methods. Realizing that they could not establish their right-opportunist politics by conducting an honest inner-party struggle, they resorted to conspiracy and disruptive activities to capture the party. Consequently, this conspiratorial group was expelled from our organization. A section that had grown as dead weight within our organization due to “publicity-seeking propaganda method” fell prey to this conspiratorial group because of fan mentality and left the party.
The Tenth Plenum held on January 1, 2021, sincerely examined the reasons for this split. This Plenum identified that deficiencies in the mass line path followed by our organization — specifically in our struggle to mobilize people through political struggles — had grown, causing the organization to deviate. Based on this, it correctly identified that our organization had suffered a Right Deviation and called for a struggle against it.
Just as the Third Plenum of our organization was a turning point in establishing the Mass Line, the Tenth Plenum was another turning point. It identified that the cause of the split in 2020 was the immersion in a “publicity-seeking propaganda method” while advancing through Mass Line, and that this was a manifestation of the organization traveling along the path of Right Deviation.
However, this neo-liquidationalist group, popular among the public, christened itself as SOC. Afflicted by the disease of “imitation,” that group pretends to be a Naxalbari movement and the SOC, while acting as an indirect vote bank for the DMK. It survives by displaying old identities that still cling to it from its long-term association with our organization.
Based on the decisions of the 10th Plenum, our organization defeated the Right Deviation and began measures to build a Bolshevized party and advance struggles against fascism. It started enriching the Mass Line based on a new work style, weeding out the defects of the old work style.
However, former secretary Anbazhagan, who found comfort in the publicity-seeking propaganda method, and the “fans” who are his loyalists, joined together as a faction and launched an attack on the new work style. Following this, in the inner-party debate held in April 2022, this group was identified as the upholders of the right-opportunist neo-anarchist ideology — which was the basis for the organization’s Right Deviation — and was defeated.
Unable to smuggle their failed old work style back into the party and turn the party into a fan club, and having lost face, the fan-club faction led by former secretary Anbazhagan intensified their conspiracy and disruptive activities, leading to their expulsion from the organization.
The practice of this expelled group is nothing more than intervening in personal issues, conducting illegal arbitrations, and occasionally undertaking some political actions in an anarchist manner for the sake of identity.
In this same period, following rapid growth within two years, the organization successfully conducted the Eleventh Plenum in early January 2023 to elect new leadership and restructure the organization accordingly.
Improvements made by enhancing Mass Line
Thus, the struggle of our organization in advancing along the Mass Line, has become enriched over fifty years. In the past five years, it has made significant contributions through ideology, politics, organizational struggles, and actions. It continues to do so.
In the ideological sphere, we have distinguished and weeded out the neo-anarchist elements that existed in our outlook regarding understanding Marxist-Leninist strategy and tactics. As a result, we have defined the difference between tactics and a specific programme. Furthermore, we have categorized the path of advancing revolution in our country as the “Mass Insurrection Path”.
From this perspective, we subjected the position of “Permanent Election Boycott” — an anarchist theory that existed in our old perspective regarding elections — to scrutiny and established that “Election is a form of struggle”. Furthermore, we have correctly categorized the fascism unfolding in India today as “RSS-BJP; Ambani-Adani Fascism”. To defeat fascism, we have not only proposed an alternative political-economic programme but have also continuously enriched it through our mass organizations.
We have continued to bring out our organization’s ideological magazine, “Puratchi Puyal” (Revolutionary Storm). We are seriously presenting our criticisms on the positions of other ML groups. We are introducing ideological articles by Chinese and Russian comrades and important documents related to the Indian Communist movement that are unknown to Marxist readers in Tamil Nadu. More importantly, ours is the first magazine in the history of Tamil Nadu’s ML movement to record the history of the Indian Communist movement (in brief).
We are striving to develop our political wing — the mass organization — into a Party, through our engagement in politics, organizational activities, and protests. Recently, the anti-fascist activities undertaken by our mass organization have been receiving continuous support from democratic forces.
The mass conferences and political campaigns conducted by our organization in these five years have been greatly welcomed by democratic forces. More and more democratic forces are coming closer to our organization. Our comrades are working jointly in many coalitions against fascism. These are victories achieved by our organization in a short period.
Today in Tamil Nadu, our organization stands as the only revolutionary organization attracting young comrades to Communist politics.
Over the past five years, our organization has made significant political contributions: our ideological magazine has consistently been published as a quarterly, our political magazine has continued as a monthly, and our website has remained actively operational. The interest shown by revolutionary and democratic forces in Tamil Nadu in knowing the positions put forward by SOC, our magazines, websites, and social media platforms is a testament to this. Along with that, the new positions of our organization in every new political situation, are gaining acceptance among the people.
The publication brought out by our mass organizations regarding the 2024 Parliamentary elections was greatly welcomed by democratic forces, who voluntarily took it to the people. Similarly, the Policy Statement released by our mass political organization was greatly welcomed by democratic forces. The fact that everyone with diverse streams of thought fighting against fascism considered this policy statement as their own highlights how close our organization’s stances are to the people.
By continuously expressing our positions on every vital issue of the country and our state through our organizations and media, revolutionary and democratic forces realize that our organization is functioning seriously and welcome it.
Let’s observe the Golden Jubilee Year!
It is in this course of growth, we are observing the Golden Jubilee year of the SOC.
At this moment, it is a tragedy for us to observe this Golden Jubilee year without Comrade Sampath, a senior comrade and SOC member. Along with him, various comrades have contributed directly and indirectly to the growth of the SOC over these years. Although many have retreated due to inability to cope with revolutionary political life, they too have contributed their labour to the growth of our organization.
Forces with Dravidian, Dalit, Tamil Nationalist, Communist, and democratic sentiments have contributed to our organization in various ways. Lakhs of people have continuously provided financial aid and support for the various protests conducted by our organization.
We remember the contributions of all of them with great comradeship and high esteem in this Golden Jubilee year.
We will protect the labour contributed by these comrades, democratic forces, and friends so that it does not go in vain! We will remain worthy of their, and your, trust forever! We will tirelessly work to lead the crores of working people wallowing in misery towards the New Democratic Revolution, for their liberation, and for the liberation and progress of the country! We will uphold the ideological beacon of Marxism-Leninism-Mao Zedong Thought until our last breath! We will tear through the fascist darkness enveloping the country and lead the country towards revolution! — We pledge this in front of you at this moment.
By observing our organization’s Golden Jubilee, we aim to impart a historical consciousness — not only regarding our own organization but also regarding the contemporary Naxalbari movement — to our comrades and to revolutionary, democratic forces. We recognize that this commemoration will serve as an ideal platform for us to move forward by enriching ourselves with an open mind.
So, we invite all of you—revolutionary and democratic forces who hold goodwill toward our organization—to participate enthusiastically in our Golden Jubilee celebrations. We also request you to share your views and constructive criticisms regarding our organization’s political and ideological positions, working methods, and practices.
